“Uttar Pradesh is leveraging AI to revolutionize governance, with initiatives like the UP Agris project, AI-powered Jarvis in jails, and Lucknow’s AI City plan. These tools enhance law enforcement, agriculture, and welfare delivery, aiming for efficiency and transparency. Training programs and partnerships with tech giants drive this transformation, positioning UP as a hub for AI innovation.”

UP’s AI Revolution: Transforming Governance with Technology

Uttar Pradesh, India’s most populous state, is making significant strides in integrating artificial intelligence (AI) into its governance framework, aiming to enhance efficiency, transparency, and citizen engagement. Recent initiatives, as reported in July 2025, highlight the state’s ambitious push to become a leader in AI-driven governance, with projects spanning law enforcement, agriculture, welfare, and urban development.

In law enforcement, AI is already operational in 17 municipal corporations and Gautam Buddh Nagar, where systems equipped with facial recognition, vehicle tracking, and CCTV-based alert mechanisms are integrated with the state’s 112 emergency helpline. Additionally, an AI system named Jarvis is deployed in 70 jails for 24/7 inmate monitoring, reducing manual oversight and enhancing security. These advancements streamline operations and improve response times, addressing critical public safety needs.

Agriculture, a cornerstone of UP’s economy, is also benefiting from AI under the UP Agris project. Supported by a Rs 4,000 crore World Bank-backed initiative, this program connects around 1 million farmers to tools like drone-based mapping, pest detection, smart irrigation, and online market platforms. These technologies enable farmers to make data-driven decisions, boosting productivity and sustainability. For instance, drone-based pest detection helps farmers address crop threats promptly, while smart irrigation optimizes water usage, critical in a state prone to water scarcity.

One of UP’s flagship initiatives is the development of Lucknow as India’s first ‘AI City.’ Under the central government’s IndiaAI Mission, a Rs 10,732 crore tech ecosystem is being established, featuring an AI innovation center, over 10,000 GPUs, and language models tailored for multiple Indian languages. This infrastructure, touted as the largest of its kind in India, aims to foster innovation and position Lucknow as a global AI hub. The state is also drafting an AI policy aligned with the Centre’s Vision 2047 plan, ensuring a long-term strategy for technology integration.

Welfare delivery is another area where AI is making an impact. The state employs AI to detect irregularities in the direct benefit transfer (DBT) system, enhancing fraud detection and ensuring benefits reach the intended recipients. This has streamlined welfare schemes, reducing leakages and improving transparency. The ‘AI Pragya’ initiative is training over 1 million people, including youth, teachers, gram pradhans, government staff, and farmers, in AI and related technologies. Partnerships with tech giants like Microsoft, Google, Intel, and Guvi support this effort, targeting 150,000 trainees per month with skills in machine learning, cybersecurity, and data analytics.

The state’s focus on AI extends to education and governance training. Over 30 government departments have trained officials in AI tools, enabling data-driven decision-making. For example, AI is used to analyze large datasets for policy formulation, ensuring more effective interventions in areas like healthcare and education. However, challenges remain, particularly in ensuring accessibility in rural areas, where 45% of India’s population still lacks internet access, according to a 2023 IAMAI study. The state is addressing this through initiatives like the IndiaDatasets Programme, which aims to leverage government datasets while ensuring data protection.

UP’s AI-driven governance model is part of a broader national push, with India chairing the Global Partnership on AI (GPAI) and advocating for inclusive AI development. The state’s efforts align with the Digital India program, which has already transformed governance through platforms like Aadhaar and UPI. By combining these digital infrastructures with AI, UP is enhancing service delivery and citizen engagement, setting a precedent for other states.
